What if we make it as much like NBA Live as we can.
Every day you can submit an offer to a free agent, by PMing their Player Agent. You can offer up to as much as you have in cap space each day. Sometime the next day, you will get a reply from the Player Agent. "My client has rejected your offer, he wants a longer contract." "My client has rejected your offer, he was a lot more money." This money is then freed up to offer to someone else, or you can bid more (if you have it) on the same free agent. The player's agent though might think in the first day he found a perfect fit. Your deal might get rejected, but they accepted someone else's, so you are finished. You shouldn't try to lowball.
The process could be very quick, or it could be drawn out. A good player won't sign for very cheap right away, he will wait it out for a good offer, and maybe even the entire season if he has to (case of Sprewell).
If you miss a day, you might miss your chance. You will have all night though to submit offers, and they will be reviewed the next day/in the morning.
You can try to sell your team to the player, promise them playing time, a ring, an all star bid, a fat payday, etc to convince the agent that your team is the perfect fit. The agents will have to be very committed, and everyone will have to be really active for this to work out.

It would be just like dynasty mode in NBA Live, but with a lot of people making real offers. Sounds awesome in theory.
