he isn;t a restricted free agent, Restricted means he can be resigned by his previous team matching the highest bid, unrestricted means that the highest bid wins, and if his previous team has bird rights (not sure if you do) then they can spend an extra 15% I think over the noirmal max

he must be unrestricted, players are only restricted Free agents at the end of their first contract.
