also, there are some players that are not free agents, like you had juan dixon as a UFA, but he is not. i signed him last year to a 3 year deal

is there any difference for Restricted Free Agents and Unrestricted Free Agents in our league?
In real life a Unrestricted Free Agent is able to sign with any team, but his former team can still resigning him to a large contract over the team salary cap. In our league, in case we do intend to keep our Free Agents, we can always give more money than other teams do to resign them back. There seems to be no difference between a RFA and a UFA.

oh yeah you werent the owner during he offseason last year. we had a very successful and easy flowing free agent signing period. it actually works pretty well. every team's salary cap is 60 mil. if your cap is from around 57 mil or above, you have the MLE and LLE to work with.
in RFA, the original team can match any offer for his player and not worry about going over the cap. say amare stoudamire is offered a 3 year 25 mil contract by the toronto raptors. thats roughly 8 mil a year. lets say phoenix has 10 mil to spend on free agents. phoenix chooses to match that offer for stoudamire, now phoenix is the highest bidder. although, the offers are identical, when a team chooses to match an offer for his RFA, the original team is the highest bidder. lets say now toronto offers a 5 year 100 mil contract, 20 mil a year. phoenix only has 10 mil available in his cap, but because amare is a RFA, phoenix is allowed to go over the cap to resign him. phoenix matches that offer, and again the suns is the highest bidder for amare. now lets say toronto offers a 5 year 130 mil contract, and phoenix wanting to avoid that high salary, chooses not to match that offer. toronto now is the highest bidder for amare stoudamire. toronto, who is trying to get the FA, MUST have the cap room to sign him. he can not go over the cap to get the player.
in UFA, this rule does not apply. lets say theo ratliff if the UFA. he is on my team, and is now a FA. the utah jazz offer him a 5 year 10 million dollar contract. i can not "match" that offer because he is not a RFA of mine. i have no money in my cap, just the MLE and LLE. seeing that utah's offer was only 2 million dollars, i offer the full MLE that is 5 year 5.1 mil each year. utah then offers 5 years 30 mil, earning him 6 mil a year. seeing as i have no cap space, and the MLE max is only 5.1 and LLE max is only 1.7 i now must seize bidding on theo ratliff because i have no more money for him. utah remains the highest bidder and has 36 hours until he is offically a utah jazz member. if someone outbids utah, then that team becomes the highest bidder and has to wait 36 hours without anyone bidding on ratliff for him to be on his team.
do you get it now?

Any team can retain their FA's even if they are over the cap as long as they don't sign anyone else. Look at Philly and Chicago last offseason.

the free agents they signed were restricted though, right? if player is unrestricted you must remain under the cap to resign him

no, teams can go over the cap as long as they don't sign any other FA's. This is why players like Dalembart went for 30 million.
