Are we doing a hard cap to increase free agent classes... or what exactly are the rules for UFA AND RFA?

something I was thinking of. You can obviously go over the cap to re-sign a RFA but I really think we need to set a hard cap because I don't think it would be fair for teams to have 80-100+ million salaries. Plus this I believe will bring parody in the league as for example the spurs would have to choose between wade or LBJ (although they could work a sign and trade.) Not looking for a drastic change but obviously something reasonable.
