They still had to pay the contract in full, it just didn't count against their luxury tax. So if a team was over the luxury threshhold in the nba, they have to pay $2 for each $1. So if Finley was making $15 million and they were over the limit, they had to pay Finley $15 million and the league another $15 million. After they used Finley as their amnesty victim, they had to pay him $15 million, but the league nothing.

Well i like the just restricted option, and the compromise restricted + 1 UFA is ok with me too. Edit- it seems that one of those two is the most popular. Maybe someone should set up another poll with those as the options and San Antonio should ask everyone to vote for 1.

Well the 1 UFA or whatever RFA thing is fine but we must regulate the fact that a team can't sign a RFA still be under the cap and then sign a UFA if it is going to sign it's own UFA then it has to be counted first and if there is cap left then a RFA may be resigned.
